Having substituted the typewriters; computers seem to become the unavoidable requirements of all the people who knows how to read and write, however they are generally used in very primitive ways in our country. The waste of time and labor especially in writing activities and proceedings due to the fact that the touch system typing without looking at the keyboard has not become widespread is highly fairly high. The difference of efficiency in typing a report of 8-10 pages with the touch system or with one or two fingers is generally blinked or even not known. The most important reason of the fact that computers are used unconsciously and the use of touch system is not getting widespread is the spreading of the keyboards which are not appropriate for our language and the standards of our language due to the senseless and anomalous import regime. Whereas the customs laws require the conformation of the electronic typewriter keyboards to the Standard Turkish Code, the legislation is violated as if the computer keyboards are exempted (due to misinterpretation) of this decision. Although there officially exists a Standard Turkish Keyboard efficient for the touch system according to the features of the Turkish Language, the fact that the users accept the keyboard that is specified 130 years ago as the World Standard is the biggest factor in the inefficiency of the computer use. There is not any world standard in the generation of the keyboards and as long as the vocal, syllabic and character differences in the different languages continue to exist there can not be an only standard of the world. For example, the letter “ı” in the Turkish alphabet does not exist in the alphabet of the many languages primarily of English. Typically, the letters “ç, ş.ö.ü” do not exist in many languages, either. In some languages these letters are rendered with the succession of some different letters. The Cyrillic, Arabic, China and Japanese alphabets are in totally different forms. Besides the fact that is not planned to combine those as a world standard, in the English, French and German keyboards that use the Latin alphabet collectively where the vocals and the letters in different languages are mostly the same, there exists special keyboards designed according the features of their own languages. The initiative for the standardization of the keyboard according to the features of Turkish language has been developed (taking the scientific features of the revolutions in the alphabet by Ataturk in 1928 as an example) by the official offices with an affirmative and constructive spirit in 1950s. Consequently, the Standard Turkish Keyboard which may make (made) the ones that study with it world champions and break records was officially accepted on October 20, 1955 first by the “Inter-Ministerial Standardization Committee” and then by the “State Stock Office”. It has been patented with the code of “TS 2117 –UDK 681.6.065” and the title as “The Basic System of the Alfa numerical key boards used by both hands” not only for the mechanical, electrical and electronic typewriters but also for the computers and meanwhile the article that prohibits the import of the keyboards which are not in accordance with the standards are included in the Customs Code. However to implement those provisions to the computers is generally disregarded. Since English is the most widely spoken language in all over the world, the English keyboard ranks the first in the computer sales; however it is not the only keyboard produced by American and British companies with regards to software and hardware. Taking into consideration the language differences the manufacturing companies are producing and selling all types of keyboards as well as hardware and software; as long as the importer and the user be conscious and want the keyboard of his/her own language. (The Standard Turkish Keyboard which is included in the various keyboards produced by the vendor companies is present in the keyboard system of DOS software with the “F440” standard, in windows processors only by pushing the keys “Shift Alt” simultaneously and in the Apple it is present as both software and hardware and in a coherent form to the Keyboard of the Turkish Standards Institute. * DEVLET PLANLAMA TEŞKİLATI ÖZEL İHTİSAS KOMİSYONU RAPORU (KLÂVYE BÖLÜMÜ)
